... this Inquiry [is] to report in a preliminary way on the social and economic impacts that may be expected if a gas pipeline is constructed, as proposed ...[and] to report on the attitudes of Yukoners to this proposal. The first task requires an understanding of existing social and economic conditions and their present trends in the Yukon. As for the second task, Yukoners' attitudes toward the proposed pipeline can be understood only in the context of how they see themselves and the society in which they live. ... It is our strong and unanimous conclusion that the Government of Canada should not give approval in principle to the proposed pipeline through the southern Yukon without accepting our recommendations, as expressed here, for an advance payment toward the settlement of the Yukon Indian land claim, for compensation from the pipeline company, for the establishment of a planning and a control agency, and for a deferral of the
commencement of construction of the pipeline.
