This Guide provides a description of the regulatory processes used to assess and approve applications for oil and gas exploration and development in the Sahtu Settlement Area (SSA) of the Northwest Territories (NWT). ... For any particular project, the Operator will have to refer to the appropriate legislation and regulatory authorities for clarification and interpretation of specific requirements. This Guide deals strictly with authorization processes. Once a development is approved, the Operator must comply with both the terms and conditions of the authorizations and post-licencing regulations. These latter requirements are not covered by this Guide. ... This Guide has four main parts: Part 1: Introduction to the Sahtu Settlement Area. Part 2: Authorizations by Stage of Activity. Part 3: Environmental Impact Assessment Process. Part 4: Regulatory Agencies and Processes. ... Part 1 provides an overview of the legal and policy context in the Sahtu Settlement Area, including regulatory and review bodies and their roles, and introduces the Reader to: the Sahtu Settlement Area (SSA); the Sahtu Comprehensive Land Claim Agreement (SCLCA), which takes precedence within the SSA; the ownership of surface lands and subsurface resources in the SSA; the Sahtu Dene and Metis institutions established pursuant to the SCLCA and their role in decision-making associated with oil and gas exploration and development; and the institutions of public government under the Mackenzie Valley Resource Management Act (MVRMA) and their respective roles and responsibilities.
