This guide provides a description of the regulatory processes used to assess and approve applications for oil and gas exploration and development in the Gwich'in Settlement Area (GSA) of the Northwest Territories (NWT). ... Once a development is approved, the Operator must comply with both the terms and conditions of the authorizations and post-licencing regulations. These latter requirements are not covered by this Guide. ... This Guide has four main parts: Part 1: Introduction to the Gwich'in Settlement Area; Part 2: Authorizations by Stage of Activity; Part 3: Environmental Impact Assessment Process; Part 4: Regulatory Agencies and Processes. ... Part 1 provides an overview of the legal and policy context in the Gwich'in Settlement Area, including regulatory and review bodies and their roles, and introduces the Reader to: the Gwich'in Settlement Area (GSA); the Gwich'in Comprehensive Land Claim Agreement (GCLCA), which takes precedence within the GSA; the ownership of surface lands and subsurface resources in the GSA; the Gwich'in institutions established pursuant to the GCLCA and their role in decision-making associated with oil and gas exploration and development; and the institutions of public government under the Mackenzie Valley Resource Management Act (MVRMA) and their respective roles and responsibilities. Companies wishing to work in the GSA must understand both the importance of the GCLCA to Gwich'in residents and the necessity of consulting closely with the Gwich'in regarding their rights and interests, before any work will be authorized. ...
