... a series of public hearings respecting the British Columbia section of the proposed Alaska Highway gas pipeline was conducted during the period November 19 through December 15, 1979. ... In the report which follows, I have attempted to capture the essence of what I heard and what I believe to be important if the Alaska Highway gas pipeline is to be built through British Columbia with minimum adverse impact and maximum benefit. This is particularly important for the people who live in the affected areas. ... The intent of this report is not to restate what can be read in the proceedings, or to comment in detail on specific terms and conditions. Rather, in accepting the Commissioner's invitation this report tries to place the gas pipeline project in a realistic regional perspective. Issues are discussed which seemed to recur throughout the hearings as matters to which not just the Agency or the Company must address themselves, but
senior governments as well.
