The purpose of the Resource Management Plan is to provide information about the CMO proposal to drill a single expendable test well, Dundas K-56, within the context of a long-term projection of activities and the potential social and environmental effects which would follow an oil discovery in Lancaster Sound. ... Land-use planning in the region has now come to a decision stage, specifically that of the Minister of the Department of Indian Affairs and Northern Development including exploration drilling as an acceptable land-use in the area, subject to terms and conditions. The RMP provides the information about oil exploration necessary for this decision on land-use. The requirement to drill a well under an exploration agreement is a second stage to be negotiated with the Canada Oil and Gas Lands Administration (COGLA). The social and technical programs and procedures outlined in the RMP will be detailed in separate, though similar, documents, subject to appraisal and revision by COGLA under the terms of the final agreement, and will require COGLA granting drilling approval prior to their implementation. In preparing the RMP, CMO engaged the services of nine specialist consulting firms to review and interpret the large volume of existing technical, social, economic, environmental, and government policy information, and to conduct new research related specifically to Lancaster Sound hydrocarbon development. ...
