In this document, Foothills Pipe Lines Ltd.'s application to the Department of Indian Affairs and Northern Development for permission to construct and operate a natural gas pipe line from the Beaufort Basin to markets in southern Canada, various aspects of the application process, and of Foothill's pipeline system, are discussed. The Applicant's supporting material that is being filed with the application consists of five parts: 1) supply and requirements, 2) gas supply and sales contracts, 3) facilities, 4) financial, and 5) public interest. A tentative construction schedule and proposed compressor site locations are included. In addition, this application requests the right to undertake land use operations, to build roads and river crossings, to clear land, transport supplies, to mine granular materials, to use water, and to cut and dispose of timber.
